Job Summary:

We are recruiting for an HCM – Public Sector HCM & Benefits Consultant local to Chicago, IL
The resource will conduct Requirements analysis, Fit/Gap Assessment of Oracle HR module and Cook County HR processes, Personalization, Solution Design, Functional Specifications, Testing, and Implement the solution using the IBM Oracle Method
Candidates should have implemented Oracle HR and Benefits for at least 2 full implementations of Oracle EBS and have a strong functional and business experience with personalization and core HR processes and across HCM modules (HR, Payroll, Benefits, Compensation and Talent Management) in a public-sector agency or organization.
Ability to serve in Functional Module Team Lead role and lead a team of client and vendor personnel
Good communication skills are essential
Key Responsibilities:

Evaluate HR and Benefits business requirements and map them to Out-of-Box functionality within Oracle modules
Perform fit-gap analysis for potential HR functions and develop solutions with business process improvement recommendations
Review current HR and Benefit business processes and develop To-Be process flows using Oracle delivered functionality and adopting best practices
Effectively communicate and drive project deliverables with client team
Liaison between Business users and Offshore Technical team members
Write Functional Specifications and Key Design Decision documents as per Oracle / IBM methodologies
Identify and communicate risks to management on a timely manner
Collaborates with stakeholders on the evaluation of the feasibility, effort and costs to implement requirements
Create test scenarios and develop test scripts
Work with HCM Lead and County leads on specific initiatives that involve data conversion or integration development
Create design documentation as per Oracle/IBM Methodologies
Engage appropriate stakeholders so that their needs are met
Develop materials for the workshop sessions and other functional meetings
Assist in resolving business and system integration issues
Respond to project management regarding progress and issues
Qualifications:

At least 10 years’ experience in designing and developing Oracle HR and Benefits solutions, with in depth understanding of other Oracle HR and Benefit modules.
Candidate will have at least 2 complete HCM implementations in a large city, county or district using the Oracle R12 Release.
Multiple implementations experience with Hire-To-Retire track
Candidate must be able to conduct requirements analysis and assessments of current HR and benefits processes
Good understanding of additional modules in HCM suite such as Core HR, Payroll, Benefits and Performance Management
Historical Data Conversion experience
Should have a detailed understanding of the various stages of project implementation including Functional Analysis, Conversions and Interfaces, and actively participate in the project
Integration experience with other systems for Recruiting, Performance Management and other third party HCM systems is a plus
Experience writing Functional Specifications, managing and developing testing scripts to adequately test HCM and Benefits functionality
Experience performing System Test planning and execution
Strong collaboration and interpersonal skills
Excellent oral and written communication skills

Ability to multi-task and achieve results while working under pressure in a fast-paced and dynamic environment
Knowledge of and experience applying a Software Development Life Cycle (SDLC) framework, e.g., IBM Oracle Method or Oracle Unified Method
Knowledge of Performance Management
Previous experience working in Oracle Cloud environment
